ETC Pricing Policies for North Carolina (Effective May, 2010)

The following policies serve as a guide for our Lifeline, Link Up, and Toll Limitation Service.  The plan sold to Lifeline customers will be the Super 6 Plan with details noted below.  A similar plan will be available to Non-Lifeline customers pursuant to the requirements of USAC.

PRICING
Super 6 plan  Lifeline Price Per Month:  $26.95**
Non-Lifeline Price Per Month:  $40.45

Pursuant to USAC requirements, here is the calculation of the Non-Lifeline price per month:

FIRST MONTH PROMOTION
Promotion for new customers, both Lifeline and Non-lifeline.  Customer will receive a discount of $26.95 for the first month of service.  Thus, for the first month of service, net price for Lifeline customers will be zero (calculated as follows:  $26.95 minus the first month promo of $26.95 equals zero).  Net price for the non-Lifeline customer for the first month of service will be $13.50 (calculated as follows:  $40.45 plus $0.00 for toll service minus $26.95 first month promotion equals $13.50).

Pursuant to USAC requirements, plan features are the same for both Lifeline customers and Non-Lifeline customers.    

ACCESS TO EMERGENCY SERVICES:
For access to Emergency Services, dial 911. You will be connected to your
local emergency response system. The call is FREE. No charges will apply.

ACCESS TO DIRECTORY ASSISTANCE:
For access to Directory Assistance, dial 1-800-FREE-411. You will be
connected to a free directory assistance service.

ACCESS TO OPERATOR SERVICES:
For access to Operator Services, you may call 1-800-CALL-ATT. You will be
connected to an AT&T operator. Additional charges will apply.

CONNECTION FEE: 
$60 CONNECTION fee for non-lifeline, $60 CONNECTION fee for lifeline, 

COLLECTION OF NON-LIFELINE CONNECTION FEE: 
$10 per month, beginning in second month.  If customer cancels prior to paying off installation fee, customer will receive final bill for unpaid installation liability.  (Non-Lifeline)  

COLLECTION OF LIFELINE CONNECTION FEE: 
$30 reimbursement from USAC.  $30 waived by us.  

LONG DISTANCE ACCESS:
For Lifeline: 
Toll Block – free
Toll Control – free
Postpaid Toll access - free, but requires a security deposit of $300
For Non-Lifeline: 
Toll Block - $0.00
Toll Control - $0.00
Postpaid Toll access - free, but requires a security deposit of $300.
(**Toll Block and Toll Control fee of $0.00 is included in the bundled price above.)
For both Lifeline and Non-Lifeline customers, service includes 100 minutes of domestic long distance per month via toll free access from the home phone.

BILL PRESENTATION FOR LIFELINE CUSTOMERS:
Pursuant to USAC requirements, All American Home Phone must present on the bill the following:

1. Show the full price for Lifeline customers before the Lifeline benefit.  Then show a deduction for the Lifeline benefit.  Finally, show the net price.  An example follows:

Super 6 Plan $40.45 $40.45
Less:  Lifeline Government Discount  $13.50
Net Price for Lifeline Customer $26.95

2. For Lifeline customers in their first month, show the installation costs less the Lifeline benefit and the company promotion.  An example follows:

Installation fee $60.00
Less:  Link Up Government Discount $30.00
Less:  All American Home Phone Promotion $30.00
Net Installation price for Lifeline Customer            $00.00


3. For Non-Lifeline customers, show the installation costs as they amortized over six months.  An example follows:

Installation fee of $60 (payment 1 of 6)      $10.00    


4. Pursuant to USAC requirements, for all Super 6 customers, taxes must be separated and distinct from additional fees charged by us. All American Home Phone charges one fee that must be separated from taxes. This fee is:

Regulatory cost recovery fee  $1.54

FIRST MONTH PROMOTIONAL PRICING
There is a first month promo given by us for $26.95, which provides for net rates for the first month of service as follows:
